The market square in Neustadt has historically experienced two major changes. After the great city fire in 1839, the square is straightened and enlarged. Instead of the south-eastern square border, it is now the church of St. Georg am Glockenberg that shifts into vicinity of the square as an urban monument. A second intervention in the design of the square takes place with the new construction of the town hall at the beginning of the 1970s. The building is inserted into the terrain via a deep topographic incision.

The redesign of the site offers the opportunity to accentuate the described morphological characteristics more strongly and attaches to the described features. Three design elements are proposed:

• city terraces: the difference in height between market square, town hall and church is brought to live by a generous staircase.
• sequence: the market place is divided into a spatial sequence, each with its own focus.

• opening: the town hall is opened towards the market square. The ground floor area is equipped with a self-assured and generous connection to the square.
