Along Hamburg’s flood pool, streets, water channels and railroad tracks overlap. Linne's design for the Stoltenpark responds to this superimposition. Similar to an urban design framework, he establishesa structure of public roads and plots, in which various uses are inserted. The greenway along the flood pool is to be developed in successive stages and can be adapted to different financing frameworks. Referring to Linne’s conception, the following interventions are proposed.

The present access system is to be complemented in order to strengthen the spatial coherence of the greenway. At the same time, the connections to the crossroads are to be improved. The existing patchwork is to be enriched by special uses. New places along the waterfront in between the pool and the channels shall render the location’s spatial quality experienceable.

The described design elements are each linked to different expansion stages. They focus on essential spatial interventions and largely involve the existing environment.
